The last decade has been a trying one for the people of Louisiana. Hurricanes Katrina, Rita and Ike took hundreds of lives and destroyed billions of dollars of property in our state. The 2010 Deepwater Horizon oil spill was the largest offshore spill in American history, and Louisiana’s coast bore the brunt of the damage. All of this occurred, of course, against the background of the deepest economic contraction since the Great Depression.
